ok i tried this with my dad and didnt get anything i walked with only my phone with him to a spot where i normally get nothing... what i noticed was my phone gave off 2 numbers even with bluetooth off (iphone) but the phone i was testing on was samgsung... i did have my iphone with me but bluetooth and wifi off ... but i needed to turn the iphone completely off... so maybe ensure there phones are not just bluetooth and wifi off but off or not with them at all.
